Leadership, Management and Administration:

Management responsibility for the Beijing Advanced Innovation Center on Soft Matter Science and Engineering (BAIC-SM) will rest with the Director, who will consult with the Executive Committee (EC), comprised of the Chair and Vice Chair, both appointed by the Director, the Chairs of the three research divisions (sub-branches) and the Chair of the Academic Committee (AC) .
An External Advisory Board (EAB), with scientists from the academic and industrial communities who have research interests aligned with the Center and/or scientific management experience, will meet annually, coincident with the annual review of the Center. The EAB will critically review Center activities and management, providing advice in both a closed-door meeting with the Director and a written report. The Director will disseminate the EAB report to the EC and, upon receiving their input, work with the EC to formulate a written response, describing the actions that will be taken at BAIC-SM to address the comments. At the discretion of the Director in consultation with the EC, the EAB comments and the response of the Director to the comments will be provided to all members of BAIC-SM, redacted to maintain anonymity where appropriate.
The Director will report annually to the BUCT president. Decisions on annual funding of the division research, Start-up programs, and Shared Experimental Facilities will be made by the Director in consultation with the Executive Committee, taking into account annual progress reports, research proposals, and input from the EAB. Calls for Start-up Proposals will be continuous. The Director, EC and AC will assess each proposed Start-up program and select those deemed to hold the greatest promise for developing into research divisions or be integrated into existing research divisions. Establishing a research progression ensures continued vibrancy of the BAIC-SM. Successful Start-up programs will be guaranteed funding for two years to allow research to progress to the stage that new investigators can be incorporated. The progress of the existing Start-up projects will be evaluated annually by the Director, EC and AC.
The AC will be responsible for public affairs of the Center, such as: response to requests (academic related activities, procurement of shared instrument, financial affair) from Center staff, including postdoctoral fellows, faculty members or PIs. The AC will report to the EC with recommendations. The AC will provide a mechanism to assist students for admissions and response to supervision/audit from the City government and Chinese authorities.
The BUCT president will supervise the BAIC-SM’s educational and human resource programs. BAIC-SM proposed an educational program that supports students with Center PIs to work in a laboratory outside BUCT for a short period of time (1-12 month) to obtain technical training, perform sample assays not possible at BAIC-SM, or utilize facilities not available at BAIC-SM. The purpose of this program is to establish or strengthen collaborations with BAIC-SM and to provide students opportunities to advance their skills.
